Some people have had luck putting the transponder at the top of the windshield up against the right side of the rear-view mirror mount point. That has not worked for me. If that doesn't work for you, you may have to just hold it out the window when needed.

If he has autopilot, he may not have this area. And yes, GPS for dashcam goes there and it works great. So some signals are getting through that area.
 
On my early build Autopilot (without large black stripe next to camera) mounting my EZ Pass upside down, to the right of the rear view mirror and tight against the headliner has worked perfect. When we first got the car I had it mounted right side up a few inches lower and it would not work.
