Sakti's tech is still a ways off - still in R&D phase. No claims yet on specific energy and a lot of the chemistry is either basic or secret. We will likely see these batteries in vacuum cleaners far before we see an automobile version.

Further, that includes R&D costs and not just setting up the factory. Tesla and Panasonic's R&D costs are not included in the Gigafactory spending numbers. Finally, a lot of that spending is not towards automotive - small electric appliances have a different requirement for lithium ion batteries and its different cell chemistries due to different optimization.
