Rear ended at stop sign, plastic piece that covers where you’d install a hitch fell off and run over by the other vehicle.

Should I be worried driving with that plastic piece not being on with winter weather and salt? I think I may put on with some gaffers tape until my tesla body shop appointment in February.

I’ll add a photo of the plastic piece later

Or relocate/add the Mickey sticker?

No need. Tour bumper is fine.
Even now it looks to be in better shape then 80% of the dumpers in 'da City.

You should be able to order a replacement prepainted bumper from the SC.
Easy peasy replacement, covered by insurance. Way quicker turn around then a body shop!

Don't worry about it... It's just a plastic cover as part of the aero shield. Even with it on the area gets wet and filled with dirt and water. Look by your back wheels control arms. The cover just ends open there anyway.
