Depends on wheel sizing and offset. Most 19x9.5 et25-28 setups are usually running 255/35 or 40 sizing. Some go up to 265s. However if its the new 18x9.5 Systemmotorsports sizing, they are likely on a 265/275 40R18 so rolling diameter always stay the same.
It's the recommended size for the 19x9.5 +28 setup from System/Model+. Also, it keeps the overall wheel/tire diameter very close to OEM. Personally, after getting a pothole bubble on one of my tires and curb rash on the other within a two weeks of owning the car, the extra meat and width is welcome. The trade off in range is nominal. Going from a 20" wheel that weighs 30+ lbs. to a 19" wheel that weighs 21 lbs. offsets the rolling resistance issue. I haven't not noticed a change in range so far. There's a great Youtube video by Engineering Explained that describes the range penalty from running 20" wheels. One more benefit is that I can lower the car for aesthetics/performance and the ride feels the same as the stock suspension which is pretty compliant and soft.

You're exactly right. I'm running the 19x9.5 et28 setup with 265s. It's very close to the OEM 20x9 235/35 setup 26.5" vs 26.3". With 255s it's 26" overall diameter.
