Let's take a look in 2014 - 2016 as model S started delivery in HK since 2014
According to the table under "EV Models in Hong Kong" Promotion of Electric Vehicles in Hong Kong | Environmental Protection Department
For new electric private cars,
eGolf was not in HK before 2015, so there is an actual drop in number of i3 sold by BMW from 181 (2014) to less than 137 (2016). There is not enough info to interpret the 2015 Germany EV sales in HK in terms of % of i3 sold, the total was 282
Well, if I were BMW, I can see no reason why I should not persuade the govt to kill EV sales by raising the respective FRT~

According to the table under "EV Models in Hong Kong" Promotion of Electric Vehicles in Hong Kong | Environmental Protection Department
For new electric private cars,
- USA = Tesla
- Germany could be BMW, Benz (i doubt if any eSmart was sold in HK yet) or Volkswagen
- (all other countries combined sold ~4% in 2014 and ~1% in 2015 and 2016)
- Tesla is having 73.5% market share in 2014, 87.1% (2015) and 93.8% in 2016
- Germany's market share (which I believe is mainly BMW i3 plus a little bit of eGolf) stands at 21.4% in 2014, which drops by half to 10.9% in 2015 and to single digit 4.6% in 2016
