This has happened every quarter since the mass production of the Model 3. At the end of the quarter they sell locally to get as many cars as possible sold to customers instead of being in Tesla's inventory. In the beginning of the quarter (week 1-8) they start production and shipping again to foreign markets so the boats are unloaded before the end of the quarter. Week 9-12 is for the domestic markets, China in case of Shanghai, USA in case of Fremont in the past.
In a few days production for EU and AUS should start. They'll probably do RHD first, at least that has been the case in the past quarters.Shanghai
