It looks like the Dual Motor badges are available for the Non P AWD model 3.

I got mine on last Sunday at the Fremont Pop-Up Service Center after replying via website to an email. I saw them install both P (with underline) and nonP badges (no underline). Technicians also installed my license plate including changing the white plastic expanders.
 
I got my dual motor performance badge (with red underline) installed today by mobile service. I was having my steering column replaced because of the common signaling issue everyone's having and as the tech was walking away he said "I notice you have a performance model, do you want your badge installed, since I have a few in the van?", I said what? Sure. He also forced an update on my car to v46.2 since I told him I was stuck on v42. I guess they can do that too. He just got on his lap top and ordered the update push to my car.
