Does anyone know where I can get instructions on how to install/mount the exterior mirror A pillar appliqué (part no. 1130656-00-E)?

It sits right next to the end of the exterior mirror mount as it connects to the door. Mine is coming loose on the top end of the triangle and sticking out about a half inch. I'd like to remount it so it doesn't fall off.

Hopefully OP is not still dangling after all these weeks, but if so, that panel is hooked at the top and middle, and snaps into the mirror wing with those tangs at the bottom. Pull it straight up to remove and then slide it back down with the hooks properly engaged. Use a plastic pry tool against the mirror wing if necessary.
