China companies starting a branch office here in Silicon Valley to suddenly become Silicon Valley entrepreneurs would be like Elon musk moving to Shanghai to become Chinese. For one thing, its an old idea that many have tried, with notable lack of success, IBM and Nortel being two good examples.
