CA HOV decal Application Denied for Not Providing License Plate Number?

I got my Tesla registration card and plates today. On the registration card, it has a number under the "Sticker Issued" column that looks like a valid HOV decal number, but I haven't received any decals yet. I also don't remember applying for decals. Does Tesla do that for you now? Do I need to apply for decals or are they going to arrive soon?

I think if Tesla apply your HOV decal for you, you need to write a separate check of $22 payable to DMV and give it to Tesla.

If you didn't hand over one to Tesla, I wouldn't hold my breath waiting for your HOV decal!

That's what I would've thought too, but there is a number under the "Sticker Issued" column on the registration card. Maybe it is not for HOV decals... I will look it up.

I know I'm bringing up an old post but I was curious to see if anyone out there also applied for their HOV stickers without their license plate number? Were you able to get the HOV decals?

When I got my Stickers for my LEAF a couple of years ago, the CA DMV told me that I could write 'NEW' in the license plate field on the form and they would accept it. The stickers are tied to the VIN, not the plates. Anyone know if they still do this?

But I'm shocked people try (and succeed!) to circumvent it.

Circumvent? The sticker is tied to the registration. As soon as I got the temporary registration I applied and got my decal about the same time as my plates.
