It does not connect because the iPhone does not allow implicit automatic Personal Hotspot connection. It must be explicit, I.e., you must manually connect to it. Because Personal Hotspot is a serious battery drain it cannot be left on like your home wifi.

My 2006 BMW came with run-flats and I continued using them for all season and winter tires until I sold the car in 2021 for my Tesla. Ditto for my other the 2013 BMW. 18 years of driving experience, no regrets and would get run-flats the minute they are available for my Tesla

I double checked the manual and it appears that this car radio will only play media FROM a Bluetooth device and not TO a Bluetooth device. The manual does not explicitly state this, but it only describes the single use case.

The car is not a BT source. It is a BT player just like your headphones. It expects the BT it connects to, to source content it plays. Not the other way around

Is there a try before you buy option?

Yes. Playlist would be separate. But you can share the playlists. The car can be the playlist user and the home account can be the playlist’s curator.

Have you tried using the voice commands?

I would take a wild guess that your authentication string is not the same in Java as in curl. You may want to do a packet capture for both
