Aren't these generally put in lots with plenty of parking, and in a less desirable section of lot. I don't see why ICE vehicles would park there unless they are just being spiteful, or there really aren't any other spots. I doubt that businesses are willing to enforce these spots as Tesla ONLY.

Mercedes have dual view screens, the driver and passenger see different images. So its not that it has to be behind the driver, just maybe out of view of the driver. I think its regulated on a state level though because MB website says check local state laws.
