I also just thought of Maunalua bay beach park. If there is no event, the parking lot is usually open, and would make for a far better photo op. Imagine a long row or rows of teslas with the water as backdrop.

I just assumed it means that there a number of "reserved" stalls available only to EVs, but that EVs can park anywhere (kind of like handicap spaces). In part I think it is to comply with HRS secion 291-71. But, that's just my interpretation.
