I don't think we'll be seeing $100k+ EV cars eligible for tax credits to individuals (not businesses) anytime soon. The MSRP and income limits clearly define the target audience, and it's not people who make a lot of money and buy expensive cars.

Most people, depending on which state they are registering, have to pay sales tax on a used car purchase as well.

I can tell you how it works the other way around. I bought a car from a WA dealer and paid local Bellevue sales tax. When I went into the CA DMV to register the car, I showed them all the paperwork and they applied the sales tax I paid in WA to the amount due to CA.

Ouch. Sorry to hear about the Carfax issue. Perhaps you can try disputing it. Regardless of your explanation, the Carfax report will have a negative impact on the resale value. Tesla should be able to get it removed.
