SpeedVentures has sponsored an event they call "REFUEL" for alternative-fuel vehicles (which mostly means EVs) each of the last three years at Laguna Seca. They provided about 10 NEMA 14-50 outlets for recharging between drive sessions, and they even made the event be free for the EVs while the gassers in the interleaved sessions had to pay the usual fee. SpeedVentures offers track days at other facilities in California, including Auto Club Speedway in Fontana, but I don't know if they plan to hold any REFUEL events in So Cal. At least they would know what you are talking about if you ask about availability of charging.
