Tire Rack now has a 21 inch winter tire. Pirelli Sotozero series 3 is new and available in our size? The owner of Tire Rack has a Tesla Model S and it snows a lot here in South Bend.
You will be far better off with a set of 19" wheels and snow tires. In a snow tire you want as much flexible sidewall as possible so that the tread will be able to conform to the irregular surface (hard packed snow to pavement transition).
Jerry, I completely agree but some people will use the Model S as a second car or live in areas where cold occurs infrequently enough that this might work well.
I personally use Nokian Hakka tires.

That's what I thought too, here in St. Louis where it's not all that bad. All it takes is one cold day and a pothole, 21" tires turn into brittle rocks.
