Explanation for allowing FSD transfer (under very limited terms) seems pretty obvious - the next generation Model 3 (Highland) will be coming out in the fall, just after the September 30 cut-off date for FSD transfer. Demand for current generation car will probably drop while everyone waits for the Highland. And if someone was thinking of upgrading to a Model S or X (which aren't exactly flying off the shelf), this might help nudge the handful of people who might do that. All told, this offer will help move the existing inventory.
FSD offer is probably unrelated to Cybertruck - they won't be delivered (at all, or in meaningful numbers) until well after September 30.
 
Also just checked in the U.K. the FSD is only available for transfer if you are trading in your car. If you have bought a car on lease from elsewhere (other than Tesla) you can’t transfer unless you have bought the car.

The one model you didn’t discuss is the one that may make the most sense from the consumer end. Model Y refresh figures to be at least a year away and cars being produced now have HW4. It won’t shock you to hear that I did the transfer from my old 3 to a new HW4 Y.😂
