Unless both vehicles are registered to the purchaser / owner of the original vehicle, Tesla will not transfer FSD (or UFSC). The details of this offer are spelled out in great detail in the transfer agreement if you want to see all the conditions for yourself.
 
For this type of transactions, you need to establish mutual trust. The seller said if the transfer is not successful the transaction will be refunded, so there is very little risk on the buyer if the buyer can trust the seller. I've purchased Teslas from someone's account before, and so have many others.

They absolutely do in CA...just went through the process today. The car having the feature removed had to be registered in the name used on the registration of the newly purchased vehicle. Maybe it's different in WI due to local regulations.
I have not seen anyone else report needing to submit registration docs, just the transfer form. You may have had a one-off case. In some rare event that happens to the buyer of this FSD, then obviously they won’t pay for something they don’t receive. Worst case they’re out a little time trying, best (and most likely) case they save $6k.
