I stop by the Chargers today and it looks like everything is ready. Meter is in and looks like it's ready to be turned on. Maybe they are waiting for final approve from the Township or Peco.

If you are in your car, find and tap the pin on your map. When the information dialog pops up, tap the bathroom icon and the map will pull up a list of places nearby with bathrooms. Then do the same thing for food.

Yes, if there were any.

Looked pretty sparse when I was there, though looking at Google Maps it seems there is an Aldi not too far a walk. I've also charged at KoP several times which is close by - Supermarket, CVS, and Wendy's.
