Edit: They replied saying it could be something hitting the fan like ice build up and to move it somewhere warmer, but in my experience, that would produce a constant buzzing, not one that fluctuates like it can be heard here. This sound looks more like a motor (fan, compressor) bearing or bushing going bad, and at the -20C, it made it worse.
I had the exact same noise. It was on a freezing day. It did it for about 1 hour then after turning it off and on after 30 mins, it made the sound again for about 20 seconds then I heard ice break off and saw it under the car.
