While i don't yet have 16.3 to know, but...if i minimise the Music UI completely the stutters stop regardless of having the traffic layer on or not. (16.2 and 12.1 before that).
There's a difference between doing a blind spot check at short range and checking that a car coming up from behind at a higher speed will not hit you 2 seconds after doing the lane swap. The car needs to look and check a lot further back down the road than the current blind spot systems do to...
I think that's a Google Maps thing. It does the same thing on the phone app. I often look at a route overview thinking the traffic isn't too bad then zoom in and no, it's as bad as it always is. :-/
I picked up my S75D a couple of weeks ago now. It’s explosively fast sub 50 mph or so but feels artificially reigned in above that? Is it just me?
Has anyone done a qtr mile but recording 0-60/70/80/90/100 etc? The 100D I test drove certainly didn’t feel restricted.

If you have a factory tour would you be able to detect any of these changes before they are announced? has anyone been for a tour recently?
