Not Radio voice command related, but general observation of a new Tesla MY owner here. Some days it will recognize the voice commands and some days (very few) Tesla will just say "Voice Command not recognized". Overall it is much better than any other cars I have owned however.

If you go to tesla.com and select model Y and scroll all the way down to Spec and click to expand list you should see key features. For new features, I have always found it easy to search youtube as you can find a video on it as soon as new features are announced.
