if flying southwest is an option, you can buy tickets with assumption you are going at advanced booking prices. Then cancel/change them if needed later. They don't charge penalties and you can always apply the full amount credit to the other/another ticket.
It's what I do for any other trips. If I think I might go, buy the best priced ticket I can find on southwest. If the plans change or the fare drops, rebook and apply the funds from the first ticket or keep the difference as credit for a future flight.
