Although not directly related to EVs, here's a very interesting proposal released by the California PUC yesterday that would allow homeowners to get up-front financing for energy efficiency projects from third parties, and then pay the loan back directly on the utility bill. The logic is that the net utility bill will be no higher, and possibly lower.
Kinda like having a higher financing charge for an EV, but lower fuel cost!
