But I understand the thinking: A spilt cup is really annoying, but I don't know of anything cheap and simple apart from the usual compass gimble/ two-axis pendulum idea..
I believe the problem you're trying to solve was managed by the spill proof lid.
I'm sure someone from SpaceX could solve the problem.
EDIT: Using 2 electric motors, of course.
