Saw this the other day in Bethesda, MD area. Is this for our future High-Def GPS maps?

That might be a street condition mapping van. Looking for potholes and such.

Yep I just latched on to him with my Autopilot and my lane keeping was 100%

No, solid state is much smaller, but doubt they would have it and yes, that is city maintenance
