I found the following web page on Tokyo Electric Power's website that show the use of electricity from before and after the current disaster (it's in English):

TEPCO : Graph which shows Use of Electric Power (within TEPCO Service Area)

We can see that last year at the same time, electrical usage between 11pm and 7am is well below 30 million kW, but rose to around 40 million kW during the daytime hours.

Today (1st business day after a 3-day weekend), night usage hovered around 25 million kW, but rose to 35 million kW during daytime. This shows that both pre and post-crisis, there is definately ample capacity on the grid to charge EVs during the night, even if all cars were EVs.

On another note -- things finally starting to look more normal in Tokyo today: way shorter lines at the pump (just 3 or 4 cars waiting), and lots of food in stores.
