HOV access lobby

Given how much we pay in taxes on these cars (property + EV Tax), shouldn't Virginia incentivize purchasing these cars by giving us HOV access?
I understand not wanting to clog the roads with hybrids, but EV's are still very rare.

Fairfax is not EV friendly.

And soon there wont be any HOVs left. 495 is HOT lanes, 395 is HOT lanes, 66 is heading in the HOT lane direction. What's left? Toll road (can you use it with clean fuel plates in HOV)?

They don't give a S... in fact they have already sold out to Corporate Third parties... HOV is Dead - who do we need to vote out in the next election - how do we find out who signed and promoted this --
