Southeastern PA Roads!

I've spent the last two of four weekends driving around in SE PA (thankfully not in the MS) and it's like they've been carpet-bombed. At this point many roads are more pot-hole than pavement. Last year around this time was more of the same.

So I'm thinking I should look into steel wheels for avoid bending/cracking expensive allow wheels. I know the bolt pattern & offset, but anyone who's done this have any wheel/tire recommendations? I imagine steel wheels are heavier, so wondering if that could affect mileage or perhaps even be not so good for the drive unit?
