Power liftgate now premium? Subzero 1000 now and 3rd row seats 3000

Was the power lift-gate always a premium option or is this a change rolled out with the 70D?

I did see the subzero is now 1000 instead of 750 and the 3rd row seats are 3000 instead of 2500.

No, before the power lift gate was included in the Tech Package which is now gone. This and many other changes are being discussed in multiple other threads.
