Blogs on TMC

How does the Blog Section work with respect to visibility to the public? Is a new blog post immediately visible to everyone or is there a certain amount of time or review by moderators when a blog changes from "Moderated Blog" to viewable by anyone?

If there is a FAQ regarding this topic just point me to it.
