according to the Tesla site:

1 Tesla Connector, up to 80A.
Available for guests only. Please see front desk.
I have not used it but if you may want to give them a call and see if they will make an exception.

generally businesses that install these chargers are not charities, they install them for the convenience of their customers. so yes you need to be a guest of the hotel. one way around that is that you could visit the hotel's bar/restaurant have something there and voila you're a customer.
you could also visit www.plugshare.com to discover other places on HH to charge.
