Interesting. Apart from the obvious (US = 2x Europe) ... Germany's per capita use is on a downward trend since the 1980s, France and UK more recently (but not long enough to draw conclusions yet (economy, etc)).
 
A few thoughts:

You left Canada out. They used 8,169 KOE per capita in 2007.

There are nine countries in all ahead of the USA in usage per capita, including Luxembourg, Netherlands Antilles, Trinidad and Tobago, and Iceland.

One of Iceland's industries is aluminum smelting. That leads me to think that much of the usage is other than personal.

Could Germany's decline be related to the absorption of East Germany?

It might be a less openly inflammatory statistic if the units were KWH.
