Based on threads here and the official forum, it seems that there is a well known issue with Sunpass working through (most) windshields. The recommendation is to call and order the external mount Sunpass and install it in the nose-cone.
There is also the HOV Exemption for ILEV vehicles which does include the Tesla, allowing you to use HOV lanes, including the 95 Express lanes in Miami-Dade county. The tolls here can be quite high ($10 at times), and the exemption is quite valuable.
The 95 Express website states:
"If you have a SunPass transponder you will need to indicate which type below so SFCS can provide you with a transponder shield. You will be responsible for shielding your SunPass transponder when using the 95 Express Lanes as a toll free-user or you may be responsible for any toll charges incurred. "
My understanding of this means that there is therefore no way to shield the external mount only when riding the 95 Express lanes, and therefore this option is impossible.
