Is Model S Still Tax Exempt in NJ?

My brother is showing some interest in getting a S85D in 2015 but he didn't see it on the '15 tax exempt list for NJ. Link is below, does anyone know why its not on the list for 2015?

Those list the model year of the exempt vehicle not the tax year. I'm guessing since the Model S didn't have a 2015 model year when the document was written on July 16, 2014. That is why it doesn't show up.

This is a great incentive as it seems to also apply to used ZEV vehicles as well.
