Once there's a ZEV regulation in place in Quebec, other provinces may follow. (With the exception of Ontario which is wed to their gas car manufacturers).

WHEREAS the scientific consensus demonstrates the harmful health effects of air pollution caused by fossil fuels;

WHEREAS road transport (cars, trucks and buses ) is responsible for 80% of emissions in the transport sector and 31% of total greenhouse gas emissions ( GHG ) in Quebec ;
CONSIDÉRANT QUE le transport routier (voitures, camions et autobus) est responsable de 80 % des émissions du secteur des transports et de 31 % des émissions totales de gaz à effet de serre (GES) du Québec;

WHEREAS Quebec has a trade deficit in energy transport material and is not assured of a secure economically stable fuel supply ;

WHEREAS Quebec has specific targets for GHG reductions of 20% below the 1990 emissions by 2020;

WHEREAS the electrification of public or individual transport is essential to reduce GHG emissions from Quebec ;

WHEREAS the supply of electric vehicles must be present to achieve the level of electrification of transportation with 12,500 electric vehicles in 2017 ;

WHEREAS Quebec has underutilized electric infrastructure ;

WHEREAS, significant investments have been made to the electrification of transportation ;

WHEREAS the supply of electric vehicles is present mainly in jurisdictions that require it ;

CONSIDERING THAT a law would develop expertise in electric transport, would achieve our objectives and would allow our electromobility industry to shine;

We, the undersigned, call on the Government of Quebec to implement a Zero Emission law with penalties on manufacturers who fail to provide an adequate share of electric vehicles for Quebecers to achieve all of the above .
Nous, soussignés, demandons au gouvernement du Québec de mettre en place une loi Zéro Émission avec pénalité pour manquement, afin d’imposer aux manufacturiers d’offrir un pourcentage adéquat de véhicules électriques aux Québécois afin de réaliser tout ce qui précède.

Can you fix the link, please? Even after removing the first "http" I am getting an error page.

While Ontario is home to a number of legacy auto company manufacturing facilities, the provincial government is very interested in the electrification of transportation. Ontario has a goal (probably more of an aspirational statement) of 1 in 20 cars electric by 2020. They have an $8,500 EV incentive, and incentives for the installation of EVSE. I have personally worked with the Ministries of Energy, Transportation and Finance on programs related to EV infrastructure and adoption. Just sayin'...

Sorry about that. In the end, there were about 8700 online signatures, but also an unknown number, at least 2,000 on paper. Quebec's Minister of the Environment has said he is for a ZEV law. We'll see.

To an outsider, Ontario is quite an enigma with respect to EVs. Yes, there's the largest rebate in the country, but there seems to be no public investment in infrastructure (except for home charging stations). There have been rumors of L3 stations coming to the ONRoute rest stops for years, but nothing happens.

Also, Quebec has more EVs on the road than Ontario, despite having 40% less population. Per capita, BC and Quebec are crushing Ontario in EV ownership. Is it the influence of the auto manufacturers? Do GM employees factory workers in Ontario shy away from the Volt because it's only made in Michigan?

Not sure where you're getting that fact from. Some data I have suggests that Ontario has 38% of BEV sales compared to Quebec's 37% and BC's 25% (These numbers add to 100 and I think it's because the other markets are just so small in comparison).

Infrastructure is a different matter. BC has the most followed by Quebec then Ontario. Part of the issue with EVSE is that Hydro Quebec and BC Hydro (both provincial utilities) can and are leading a coordinated effort. In Ontario, we have over 70 electric utilities and the regulator here has not yet seen its way clear to allow investments in EV infrastructure for fear that the vast majority of electric utility ratepayers would be subsidizing a program for the relative few. The Ontario Ministry of Energy is interested in becoming more of an "enabler" than a "facilitator" in this market by trying to "clear the way" for private investment.

FWIW, my company owns a Volt and I see lots of them (a Volt followed me in to work for quite a few miles this morning).
