Creep and hill hold

Have had my car for a couple of months and have always had creep function on. Today decided to try "no creep" and found that even on the slightest incline,the car rolls back - like a manual transmission in an ICE car - is this normal?

There are two behaviors:

1. If you come to a stop, never put your foot on the break, there will be no hill assist.

2. Once you brake, hill assist will enable, but its only for 1-2 seconds.
 
There is hill assist, it works for a very short time but you have to press the brake to activate it. It's there to prevent roll back while you're moving from the brake to the accelerator pedal. I tried creep once, didn't like it.
