Do All French Superchargers Have only Two Stalls? Why?

As it says in the title, all French Superchargers to date seem to have only two stalls (per supercharge.info). Does anyone know why? Thanks.

They are all modular temporary installations so they could get a promised route to the south coast of France in place before holiday (August). Permissions are apparently much easier for temporary installations, but there have been reports of very limited power at several of them.
