Tesla's SC network for long distance travel will largely be completely built out in 2017. This Beijing charging network must be for some future short range cars that China is looking to produce with Chinese manufacturers.

Actually, unlike the Japanese, the Chinese are not interested in building "city cars" for their EVs. They do have quadricycles, but in terms of actual cars, they have pretty long range ones (see the BYD e6 for example, efficiency sucks, but it still gets 122 miles of EPA range: http://www.fueleconomy.gov/feg/Find.do?action=sbs&id=33383). Their GB standard actually is one of the higher power DC standards (750V*250A = 187.5kW, normalized to the 500V used by CHAdeMO and CCS it's 125kW).
