Pre-heat in parking garage

Hi all!

The parking garage at my new office has a 40amp EVSE (just for me, whoo!), but no cell phone or WIFI signal at all. I'm wondering about pre-heating the pack in the winter time.

1. If the car is parked in a heated garage will it even want to heat the pack? Or will the pack be warm enough from ambient temperature?
2. If I can pre-heat, how can I do it with no cell phone access?

Outside getting wifi down there the only thing I can think of is the charge on plug in when you get there but dial it down to something low like 12A so it doesn't finish before the work day is done. That should keep the pack warm I believe but won't heat the cabin.
