Not sure if this has already been mentioned or noticed, however despite having White or Green Decals, those using the HOV lanes on the 10 and 110 in SoCal still had to pay Fastrak fees due to these new HOV lanes being exempted to 'evaluate traffic'. According to Assembly Bill 2405, the exemption has now expired as of 3/1/14. Fastrak should now be free for the MS, Volt, Leaf, etc... which expire in 2019.
I'm now permanently set to "3" and saving $80/mo.
By the way... as of today only ~1100 Green HOV stickers left in CA (White still unlimited). I remember when the Yellow/Prius stickers supposedly added ~$4000 to the value of the cars.

The bill would exclude a toll imposed for passage on a toll road or toll highway, that is not an HOT lane, a toll imposed for crossing a state-owned bridge, or, until March 1, 2014, a toll imposed for passage in HOT lanes designated for State Highway Route 10 or 110, from this exemption. The bill would provide that these changes shall be known as the Choose Clean Cars Act of 2012."
