In Utah, the Clean Fuel Decal and Permit allow the vehicle to be operated by a single occupant in the Express Lanes (HOV – High Occupancy Vehicle Lanes).
The initial 6,000 decal allocation has now been used up. Theoretically the Utah Department of Transportation can the cap.
