Space X is private and doing very well, we assume, and it has money and can raise capital. It contains some of the brightest minds on the planet, we assume. Elon Musk is the CEO and has a brilliant track record of creative thinking and execution. Hyperloop is a game changer in mass transportation.
I don't see Elon letting go of what could be his most visible legacy: The Musk Hyperloop. He has great political connections from the White House down. CA is a democratic state. I bet the investment bankers are lining-up to invest along with Elon Musk. There is precedent for privatizing roads, trains and aviation.
The strategy would be to have Space X build a prototype to prove it can be done. Get some politicos on board. Raise some money and get the land leases in place, probably for free for the first 20 years.
This can and should be done and the vehicle is there in Space X.
