Under the exception at section 583.5(g), a manufacturer (possibly Tesla) producing fewer than 1000 vehicles in a MY need not provide the U.S./Canadian or other country parts content % but must provide the final assembly point and the country of origin for the engine & transmission. Nevertheless, Edmunds purchased a Tesla and provided the following info to NHTSA:
