It's pretty normal. Hotels will have a commercial power setup, and the standard there is 208V, not 240V.

And a 10V droop, while not good, isn't that unusual.

It means their wiring is a bit iffy, but it shouldn't be a problem for the car. I've charged down to ~180V at a hotel before.

the voltage drop is not ideal in that the hotel's wiring is not the greatest, but no harm to your Tesla... It'll happily charge at voltages down to 110 or so... the only damage is to your schedule if you were hoping for faster charge rates.
