This was one delaying tactic against Cape Wind. Eventually got past it, but added cost and delay.

Largest Solar PV Plant in North America Comes On-Line : Greentech Media

The crown heralding the largest operational PV plant in North America now belongs to the 100 megawatts on-line of the 290-megawatt Agua Caliente solar project in Yuma County, Arizona. Construction is still in progress, with completion expected in 2014. Agua Caliente is owned by NRG Energy (NYSE:NRG). First Solar will build, operate and maintain the site. PG&E has a power purchase agreement in place for the electricity generated by the project. When completed, the project will hold the title of world's largest PV project until a few other behemoths go live.

IPOs are offered by whatever financial institutions have agreements to handle the IPO. But unless you are an insider, typically you aren't allowed to get in on an IPO before it actually launches at the IPO price.

Your best bet is to typically place a limit order with your financial institution at the price you're willing to pay and keep a close eye on it during IPO day!

Given how most IPOs have launched lately with marginal gains if any - you may even do better than IPO price.

Net Metering vote on Solar in CA USA

The California Public Utilities commission (CPUC) will vote next month on a plan that would fix a loophole which currently allows utilities to unfairly limit benefits to producers of solar energy in California, (a program called net metering.)

I recently spoke with a utility executive who didn't know of my commitment to solar energy. He commented on how public utilities were strategizing how to increase fees on consumers with solar panels. I guess that explains why I'm paying $35+ per month for "metering" even when I produce more power than I consume. I can't escape the impression that the system is rigged!
