Anyone know when the front louvers next to the fog lights are supposed to be open? I thought they were for the air conditioning, but I have never seen mine open. A/C on high, or hard driving they stay closed. Has anyone else seen theirs open?

Sort of like the radiator in an ICE they are for cooling the batteries. They stay closed most of the time.
If you want to see them work, I've noticed that when you first plug the car into charge they frequently will open and then close again a few minutes later. It's part of the Christine phenomena that makes our cars seem alive!

Wouldn't they opening while the car is moving?

When Tesla was doing the Get Amped events, you'd hear the cooling fans running on some of the cars when they came back to pick up the next drivers, since many drivers at the events drove the cars pretty hard. The louvers open in that situation, and then close once the car has dissipated the heat.
