About to get my wall connector installed very soon and the Tesla affiliated electrician is trying to upsell me into a very expensive charge conditioner ($1300) which he says will pay for itself or a surge protector ($400) on the line. I'm not aware of any power issues in my neighborhood in Dallas. Wanted to see what other experienced owners have done.

I'd get one or the other. Being a not-too-distant neighbour to you, power isn't great around here. Fluctuates quite a bit. I believe those charge conditioners might save two cents a day. You can google them.
