The parking, cars and license plates all look US. The color of the plates are white and it's a Tesla so odds are it's California.
Are those cars on the roof across the way?

I think the objects on the roof are air conditioning units (or they could be other buildings behind that building...).

Yeah they probably AC units.
By the way, I brought up the image in Photoshop to flip thinking I could read the backwards print at the top of frame. (no go). While PS was loading I noticed one of us was the 5th listed name in the credits.
