No, we get 400V 3-phase which is 230V between a Hot and Neutral leg. Maximum draw on a single-phase is 32A and then you have to go to 3-phase.

This sounds to me like the 3-phase charger isn't actually operating at 400V, but it's pulling 230V from 3 legs instead of doing a delta configuration...
